When a platform becomes infrastructure
A private interface can become essential infrastructure when users, firms, and public institutions cannot realistically exit it. The central question is no longer only whether the company innovates. We must ask who may change the rules, which costs are externalized, what interoperability exists, how exclusion can be contested, and what happens when the system fails. History matters because it reveals that these boundaries were designed and can be redesigned.
Essential platforms must be evaluated as systems of technical power and decision rights, including interoperability, appeal, externalities, failure, and credible exit.
