## 1. Historical orientation

Lawrence 'Larry' Roberts (1937–2018) was the ARPA program manager who turned the idea of a resource-sharing computer network into the ARPANET procurement and deployment. After early wide-area experiments connecting computers, Roberts designed the program, issued the request for quotation, coordinated host sites, and selected BBN to build Interface Message Processors. He drew on packet-switching ideas from Donald Davies and Paul Baran and queueing research by Leonard Kleinrock; BBN and host teams solved major implementation and protocol problems. Roberts's defensible contribution is network architecture and program execution, not sole invention of packet switching or the Internet.

## 2. The problem inherited

ARPA researchers needed to share remote computers, but incompatible hosts, circuit-switched assumptions, and institutional boundaries prevented a common operational network.

## 3. The central contribution

Roberts defined and managed an interoperable packet-network program that separated dedicated switching nodes from heterogeneous research hosts and connected the first ARPANET sites.

## 4. Reconstruct the mechanism

1. Specify a subnet of dedicated Interface Message Processors that presents a standard connection to each host.
2. Procure common packet-switching hardware and leased links while letting sites retain their different computers and operating systems.
3. Define host–IMP and host-to-host protocol responsibilities, then commission nodes incrementally and measure failures.
4. Coordinate researchers, contractor engineers, carriers, and site operators through shared milestones and protocol working groups.

## 5. What changed downstream

- ARPANET became a working multi-site packet network and an experimental platform for protocols and applications.
- Its organization demonstrated how a common subnet could interconnect heterogeneous hosts.
- The community and lessons fed directly into later internetworking and Internet development.

## 6. Attribution, limits, and uncertainty

- Davies and Baran supplied packet concepts; Taylor initiated funding; BBN and host teams built crucial systems.
- ARPANET was not yet TCP/IP Internet and initially served a limited publicly funded research community.
- Program-manager accounts can overstate top-down design and understate debugging, standards negotiation, and operational labor.

## 7. Reconstruction lab

Write a four-site network procurement specification separating host, switch, and link responsibilities. Define three interoperability tests, simulate the first failed host-to-host message, and assign corrective ownership without relying on one machine vendor.
