## 1. Historical orientation

Robert W. Taylor (1932–2017), usually called Bob Taylor, was a research manager who repeatedly assembled environments where interactive and networked computing could mature. At ARPA's Information Processing Techniques Office he secured funding and recruited Larry Roberts to build the ARPANET. At Xerox PARC he led the Computer Science Laboratory that produced the Alto, Ethernet, laser printing, and influential software; later at DEC's Systems Research Center he supported further systems work. Taylor was not the technical inventor of each result. His contribution was architectural program leadership: recognize that isolated terminals should share resources and communication, set a coherent direction, then protect unusually capable teams.

## 2. The problem inherited

ARPA-funded researchers used incompatible remote terminals for separate computers, while ambitious interactive projects lacked stable institutions that could integrate networking, workstations, and software.

## 3. The central contribution

Taylor turned a network-of-computers vision into funded programs and created research laboratories where coordinated teams could build whole interactive systems.

## 4. Reconstruct the mechanism

1. Identify a shared infrastructure problem that individual laboratories cannot solve through isolated projects.
2. Recruit technical leaders, connect participating sites, and fund interfaces and network nodes rather than prescribing every implementation.
3. Organize multidisciplinary teams around a coherent system vision with enough autonomy to prototype hardware, networks, and applications together.
4. Evaluate the integrated working environment and transfer people, publications, and prototypes into wider research and industry.

## 5. What changed downstream

- ARPANET linked research computers and became a predecessor of the Internet.
- PARC's integrated workstation environment heavily influenced personal computing and local networking.
- Taylor's laboratories became models for high-autonomy industrial computer research.

## 6. Attribution, limits, and uncertainty

- Taylor funded and led; Roberts, Baran, Davies, Kleinrock, BBN, PARC researchers, and many site teams supplied distinct technical inventions.
- Heroic-manager narratives can hide public funding, organizational conflict, and the labor required to maintain prototypes.
- PARC's research impact did not imply that Xerox successfully commercialized every invention.

## 7. Reconstruction lab

Given three isolated laboratories and a fixed budget, write a one-page program architecture specifying shared interfaces, local autonomy, evaluation milestones, and credit rules. Map each design choice to a failure it prevents, then identify one risk that managerial vision cannot solve technically.
